Skill max
Noticed that skills have max of 1000, can I redistribute some of the manuals I read to get 20 for other things

You can't "redistribute" them, but once you have 1000% in combined skills, the next % you earn will decrease an existing skill. On the skill dialog there are buttons on the right (up/down arrows); you can use those to select which skill will decrease when you gain at 1000%. Only 1 of them is a down arrow at a time, make sure the down arrow is on a skill that you want to replace.
